Catalonia will experience several significant changes in real estate legislation for 2025
According to forecasts, Catalonia will experience several significant changes in real estate legislation for 2025:
- Rent regulation: Starting in 2025, rent price increases will be based on the Consumer Price Index (CPI), replacing the previous limits of 2% for 2023 and 3% for 2024.
- Reference Price Index: Large property owners (those with more than five properties) will have to adjust rental prices according to the reference index in areas considered as stressed.
- Maintenance of stressed areas: Regulation will be maintained in areas declared as stressed markets, which currently include 271 municipalities where 90% of the Catalan population resides.
- Mandatory transparency: All rental advertisements must include the price according to the State Reference System for Housing Rental Prices.
- Right of first refusal: The Generalitat will have the right of first refusal and pre-emption in the sale of properties belonging to large holders in stressed areas.
- Tourist rental regulations: Stricter rules will be introduced to prevent the abusive use of this modality as a way to circumvent price regulations.
- Penalties for non-compliance: Administrative sanctions are foreseen for infractions such as exceeding authorized rental prices or lack of transparency in contracts.
These measures aim to stabilize the rental market, protect tenants, and facilitate access to affordable housing. However, it is important to note that some of these provisions could be modified or adjusted before their final implementation in 2025.
